    Too bad it is infrared and you can't see it by eye, but then again, keeps him from getting too much attention or arrested if he caught the attention of the FAA.

        Well, it potentially could be a problem, but the aircraft would need to be very close, at cruising altitude I don't think there is any issue. That and even if they flew through the beam, not too likely to be in it very long, it would be so fast and not strait into any ones eyes very easily, so I think the potential for an issue is very small, too small to worry about, but a nearby helicopter out 1 mile or more I would need to calculate the amount of IR energy being produced per square cm and then determine the amount which could enter the pupil of an eye which is dark adapted to really know if there might be any hazard at all even then, as using that telescope to expand and collimate the beam, even though 200 watts, is expanded quite large substantially reducing the power density.

        This guy said he checked a radar, or what was it he checked to make sure there were no aircraft where he was pointing? I'm a pilot and most of my flying was "VFR", I didn't need to report my position to anyone and sometimes too low for radar too far out in the distance to detect me. He cannot say there were no airplanes out there, in an open area like that, private pilots can legally fly as low as 500 feet, although entirely unlikely at night, you might hit something, unless a full moon you just can't see what is down there, except lights. All in all, I'm not concerned he could likely do any harm with what he was doing.
